Executive Summary of NRHG report 'Developing the River Gateway'

This 2005 report is from a Group of local citizens who responded with an initiative of its own, to an initiative from the City Council and its partners.

It tells the story of the group's actions, from getting funding, carrying out research, presenting exhibitions and associated publications, exchanging ideas with Norwich citizens, visitors to the city and organisations here and in The Netherlands, through to development of our own proposals on the basis of evidence gathered in ourse of all these activities.

It recommends in principle that the City Council should:
  • Pay heed to the overwhelming public support for the aims of the Group as expressed in their response to the 'River Gateway' exhibition
  • Take a proactive lead in the Whitlingham Bridges and Links project
  • As Planning Authority, give stronger emphasis to preserving and enhancing the Deal Ground and Utilities sites
  • Involve NRHG and the wider community closely in considering riverside development proposals.

  • Specific proposals on the basis of evidence from the Group's work include:

  • Modifications to the Local Plan
  • A Planning Brief for the Deal Ground area
  • Funding for new river crossings for a cycle/pedestrian path, with interim action to create a ferry crossing and construct paths.

    The Group presents practical suggestions for a timetable of action, and outlines the economic, community and environmental benefits that the city would gain from action, and risks it would incur from failing to act decisively.

    It ends its report by commending to the City Council the method it has used in its work, which 'involves trusting the community and encouraging personal involvement,' because 'it really can lead to visionary and popular solutions that are based on common sense and meet the challenges of 21st Century development.'
